Free home energy visits and efficiency upgrades for income-qualified residents

Colorado’s Affordable Residential Efficiency Program (CARE) provides free energy efficiency services to income-qualified residents in seven northwest Colorado counties.

CARE is funded by Energy Outreach Colorado (EOC), a statewide nonprofit that helps low-income families and seniors pay energy bills. In Garfield County, CLEER manages the CARE program.

Funding for CARE home energy visits comes from Garfield Clean Energy, while funding for energy efficiency upgrades come from utilities serving the county: Xcel Energy, Holy Cross Energy, SourceGas and Glenwood Springs Electric.

What services are included?

Free home energy visit
For qualifying households in Garfield County, CLEER energy consultants will visit the home to identify needed energy efficiency upgrades, and talk with residents about their energy bills and home comfort.

Health and safety check
During the home visit, CLEER energy consultants will check the home for health and safety problems, such as gas leaks or carbon monoxide risks. If a problem is detected, the consultants will make arrangements for repairs. They can also advise residents about testing their home for radon.

Free home energy efficiency upgrades
Depending on the needs of the home, energy upgrades could include a furnace or boiler tune-up and safety check, insulation and air sealing, high-efficiency refrigerator, high-efficiency water heater, storm windows, a programmable thermostat and low-flow showerheads.

Light bulb change-out
Incandescent light bulbs are replaced with energy efficient LED bulbs, which use 75 percent less energy.

Who can qualify?

  • Households can be tenants or homeowners
  • Residents of single-family homes, condos, apartments or mobile homes
  • Households can be families, couples, singles or seniors
  • To qualify, households can be earning up to 80 percent of the area median income for their family size. (See table at right for income levels.)

How do I get started?

  1. Fill out the CARE program application.
  2. A CLEER energy consultant will contact you to schedule a free home energy visit.
  3. After the home visit, your energy consultant will help you address the energy needs of your home, at no cost to you. (Some items may be subject to cost-share.)
